Instead of describing and listening to their response, have the candidates show you their capabilities.

For two job applications, I was given a small project to complete at home at my leisure. Only after evaluating the project would an in-house interview be granted.

In another interview, I was asked to complete a small project at home in a timed session where they provided libraries that I hadn't seen before, and I was asked to use their API to complete the project.

In another in-house interview, I was given a laptop and asked to get a program to work and to describe my thinking as I was doing it.

In the above cases, there were additional instructions for me to write the code per some style. In one case, they asked me to do it in the most clever way I could think of, as well as producing a doxygen document.

You could ask them to do a project at home, but if you do not trust their integrity, you could give them a small project during the physical interview. You cold throw in some API that you made up to see how well they can read the API. If they didn't know the subject matter before you gave them the home project and learned how to do it on the fly, and then could handle your in-house project (or even a project over the phone while you are monitoring - to save on travel expenses), then now you know that you have someone who is capable of learning quickly.

You are very welcome. Just about everything I mentioned is based on my own experience interviewing for companies over the past 5 years. There are also companies that provide online programming language tests. One company told me that to be considered I had to score at least a 90%.

In a phone pre-screen, I was asked to sit by my computer. After a brief discussion, the technical interviewer asked me to check my email. Soon enough his email appeared. Still no idea what this was about. I opened it and had to explain what a short program was doing. When I mentioned that the problem should have been harder, he said that it eliminated 95% of the candidates.
