querystring format with encrypted parameters and target URL defined by a string variable at run time

I am using  asp,net with c# scripting  for a  web application.
The wish to generate a query string with parameters encrypted. We usually code in the following manner with URL defined at design time
Response.Redirect(string.Format("http://www.xxx.yyyy.com/abcd/demotargetpage.aspx?a={0}&b={1}", aenc, benc));

In my current coding  I wish to define the target file with a string variable at run time as I wish to change the target url dynamically generated from the database based on the user's selection. The string variable contains the entire URL with a subdomain name as well.  In my case the URL from http to aspx is captured in a string variable e.g. strtargeturl
I wish to know how the querystring  should be formatted in my case.

not sure then what the problem is... based on the user's selection => run a db query => + encrypt if needed => use the code above as is.

maybe you clarify where exactly your problem is?

you mean something like this (presuming that strtargeturl  would hold http://www.xxx.yyyy.com/abcd/demotargetpage.asp?

 Response.Redirect(string.Format("{2}a={0}&b={1}", aenc, benc, strtargeturl ));
