CSS Scroll bar / jQuery

I know that you used to not be able to CSS all browser scroll bars.  Is it possible now to CSS a scroll bar in FF, Chrome, etc? It seems as though I should use a jQuey Plugin.  Does anyone have a solid rcomendation?

Some browsers allow it (those based on Webkit): https://css-tricks.com/custom-scrollbars-in-webkit/

Other (modern) browsers seem not to. I do not recommend the use of jQuery plugins for this. Few, if any, scripts fully replicate the behavior of native scrollbars. Even if you did manage to replicate all of the ways users can manipulate native scrollbars, there would still be performance issues to one degree or another.
