"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

You need to Delegate Control in Active Directory on a speciifc OU where you want this user to create accounts.

Active Directory Delegation

Not sure what verison of Exchange you are using but if you want them to be able to create user mailboxes you can add the user to the "Recipient Management" Group.

Hi ,

I am using Exchange 2013 standard. Also the new user should log into the domain server with his user name & create the new users. I don't want him to give the the administrator password or rights. Is it possible with this delegate control?

You do NOT want the user to log directly into the domain (DC) server. You want to setup and installed RSAT (Remote Server Admin Tools) and have them manage it remotely.

Delegating Control on a specific OU only give the users rights to this OU only. This will not be able to access anything else.
