I am using Exchange 2013 standard. Also the new user should log into the domain server with his user name &amp;&nbsp;create the new users. I don't want him to give the the administrator password or rights. Is it possible with this delegate control?<br />

You do NOT want the user to log directly into the domain (DC) server. You want to setup and installed RSAT (Remote Server Admin Tools) and have them manage it remotely. <br />
<br />
Delegating Control on a specific OU only give the users rights to this OU only. This will not be able to access anything else.<br />
