Old fashioned Timecards - how to do online timecards? And intregrate into our system?

My company has around 400 to 500 service employees at any given time,
turning in paper Timecards to the office every 2 weeks. Also, we have a high turn over rate - an employee will work anywhere from 1 to 2 months, to a year max. (Luckily we have some stable employees).

1) Should I put the Timecard as a form to be downloaded on the website?

2) We are getting a new Wordpress website - should we have an online Timecard that can be submitted?

3) How can we get this info electronically that can fit into our database? Should the online forms be PDF or Excel, etc?

There are time clocks that are network aware and can pipe data straight into a variety of programs used by HR and accounting departments.  If your employees are already used to punching a clock, this may be a better, and simpler to implement, step than going to something web based.

I forgot to mention, 99% of our employees do not work in the office. So we dont use time clocks at all.
