DHCP not showing on RSAT tools on Win 7 machine

Environ is Server 2012 R2 domain at 2008 FFL/DFL.  I have added a user to DHCP Users group and I installed RSAT tools on his Win7 box.  

When he opens RSAT tools, DHCP does not show in the admin tools list.

Any ideas on why?

I had to go to programs, windows components and add DHCP there.  But your thought prompted me to look there!
