Visual Studio / SSIS - Trying to write blank lines to a CSV

Trying to create a CSV file from another CSV file, and the new one MUST contain 1500 lines, regardless of how many lines are in the from file
How do I write the blank lines to the file?  
I tried a for loop, but it only kept writing the header over again

My question is even if you will be able to write black lines how do you know that blank rows have been added ?
after-all they are blank.

Can the "blank" lines have the comma separators?

yes, the blank lines still need the comma separators
I found a script task that will append the lines
