Outlook/Gmail ok on 1 PC, not on another

Couldn't connect Outlook to Gmail on one PC, so tried another - worked 1st time.  Still can't connect on the first PC...?  It's a current PC, with several working connections, including Office 365, Windows 8.  It's in a home/office, simple firewall, basic antivirus... it would seem to be local to that one PC, though... Outlook just doesn't pass the Connection test after entering in settings and credentials...

Ran out of time before had a chance to try different ports, fail, restart Outlook, test, fail, etc...  just accepted the suggestions I saw on the web, and they all pretty much suggested the same configuration...

Set up a new, test Windows User Profile (Account) on the problem machine and try Outlook in the new profile. Does this work?
