exchange 2010 spam filter blocking hotmail, yahoo, and other public domains

I enabled the spam filter on a sbs2011.  The exchange server is 2010. I used SORBS as the filter.  emails from Hotmail, yahoo, gmail, etc.. are being blocked.

I removed sorbs, but want to know if I can add them back and put a rule to allow emails from those domains or at least specific addresses.

It should work but you may have to whitelist from command line.

whitelist domain:
Set-ContentFilterConfig -BypassedSenderDomains,

i would probably get the message header that is block to understand further. but the comment above id:40931137 work wells.

I tried the bypass sender command and verified it was listed but still was blocked.
Simplify Active Directory Administration

ON the message header, there was a comment at the end that the domain is on a block list.  I read somewhere that domains such as yahoo, Hotmail are always blocked.  they also stated that whitelisting the domain should work, it didn't.
