PC can't burn stuff
I have a PC (HP EliteDesk 800 G1 smallformfactor) running Windows 7 Pro x64 that can't burn stuff (digitally recorded meetings). Other PCs can burn them fine, but not this one. I've tried using Windows Media Player (which is up to date), Roxio and ImgBurn and it still fails and gives me various error messages. Could it be a driver issue? If so, which driver would I need to update ( chipset, BIOS, firmware)?

When you say it can't burn stuffs, did it give an error during a burn or you can't even initiate it? It can be due to a bad laser in the burner. You can replace it with a new burner for cheap (less than $30).
Its either a hardware problem.. replace drive
or a possible windows problem (itunes is my normal culprit) that changes the filters settings incorrectly.

As nobus suggested test with a working drive.
Also the HP EliteDesk 800 G1is still fairly new and should still be covered under warranty, contact HP support and request drive to be replaced.
