What is the best utility to encrypt entire USB drive?

There are many ways but the two I use are

Windows BitLocker - https://technet.microsoft.com/en-us/magazine/ff404223.aspx
Veracrypt - https://veracrypt.codeplex.com/

BitLocker is convenient because it's built-in to Windows.
Veracrypt is convenient because it's a bit more portable.

As long as the encryption method uses industry standard strong encryption (AES 256 or similar) the exact tool you use is really just up to you.

Russ Thank your for the comments, i tried VeraCrypt after the Outer Volume creation it started the hidden volume creation but failed with the attached errors,

that can be a disk drive error
did you run a diag on it?
best use the manufacturer's one; i use ubcd for this :
Hardware diagnostic CD    UBCD

go to the download page, scroll down to the mirror section, and  click on a mirror to start the download
Download the UBCD and make the cd   <<==on a WORKING PC, and boot the problem PC from it
Here 2 links, one to the general site, and a direct link to the download

since the downloaded file is an ISO file, eg ubcd527.iso - so you need to use an ISO burning tool
if you don't have that software, install cdburnerXP : http://cdburnerxp.se/

If you want also the Ram tested - run memtest86+ at least 1 full pass,  - you should have NO errors!
 
For disk Diagnostics run the disk diag for your disk brand (eg seagate diag for seagate drive)  from the HDD section -  long or advanced diag !  (runs at least for30 minutes)

These errors are from trying to encrypt my removable USB thumb drive, not my actual system

It's a PNY USB thumb drive does PNY have a disk checker?  I couldn't find one of their site.  Or should i just simply run windows check disk?

So I attempted to encrypt my USB device without the hidden volume, it got 100% complete, then error pops up stating "Windows failed to format the volume as NTFS.  Do you want to format the volume as FAT instead."

you can test these in different ways:
-on another pc
-running chkdsk

the link opens just fine when I attempt to download the file it flags the file as Malware
