openstack swift new storage not working

Have a simple swift configuration. Started with one storage node with two drives. Swift was working just fine. However, space is reaching maximum. So I added another storage node with two drives and added those drives to the rings and balanced the rings. I distributed the new ring files to both storage nodes.

However, the new drives in the second node don't seem to be used. Swift has not distributed any of the data to the new node.

What could be causing this?

Any help would be appreciated.

Were the drives configured?  If you have an HP or Dell server, these drives may not be in a RAID.  Are they configured as hot spares?  Sometimes people forget to configure certain drives to be part of a virtual disk (Dell's terminology) or logical drive (HP's terminology).  You may have to reboot the server and boot to HP's Intelligent Provisioning section or boot to a pre-boot Dell application to configure these new drives to be usable and presentable.

Since I could not resolve, I just recreated the entire OpenStack controller node and reformatted all the swift storage devices.
