Exchange 2013 Error 4023 (MSExchangeADAccess)

Hi all, our Exchange VM (ESXi5.1) has been throwing this error for weeks now. It seems to happen during the nightly backup:

Process w3wp.exe (AirSync) (PID=5932). The budget for user 'Sid~DOMAIN\user~Eas~false' is locked out until 8/17/2015 1:43:58 AM.  Max Burst: 240000, Recharge Rate: 360000, CutoffBalance: -600000

It is happening with multiple user accounts. Outlook connectivity and OWA work fine during this time, but the window that this error appears over and over (427 times last night) stretches well past the backup time. Not a problem on the weekend, but during the week our users need email on their phones, and this is a real nuisance. Server performance also drops to a very slow level during these times. It is not a case of overlapping backups taking too much CPU or disk time.

Exchange 2013 SP1, Server 2012 fully updated. ESXi environment, VMs on iSCSI SAN

First of all, try updating your exchange 2013 with the latest CU but make sure to take a backup. The below link from EE relates to the same issue but it doesn't have a solution but rather it has a work around. Please go through it.
