Windows 10 Cortana not working
the microphone icon appears but when i click on it nothing happens

Where are you? Currently Cortana is only available in the USA, UK, France, Spain, Germany, Italy, and China although it is possible to get around this.
Try setting Country or Region to "United States" under the Region & Language setting.

I am running this in USA and my system is set to USA so its something else.

Lastly during preview builds MS suggest ed the following steps if Cortana was not working

When prompted to get started with Cortana, select I’m in.
When prompted to let Microsoft use your info, select I agree.
When prompted to turn on speech, inking, and typing personalization, select Yes.
When Cortana asks what she should call you, enter your name or nickname, and then select Use that.

my microphone works and i did above still same issue
OK, guessing now but here are some things to try
Go into settings>change sound card settings>recordings>choose
Open Windows Update and ensure all updates have been installed
Open Cortana>click on "Notebook"> then "Settings"> "Re-learn my voice"
After selecting the mic try asking a question, maybe Cortana is just waiting for your input
Lastly have you checked your speakers. The issue could be output rather than input

I checked the mic level its at 100% my speakers work fine
Is it an upgrade or clean install of windows 10?
Have you gone thru Speech recognition setup to test your speech.
I did that first then reset up Cortana and now works fine

first make sure the 'the microphone icon' you see on screen is Cortana's microphone icon. :)
then check below steps to enable Cortana. i know the article is actually for disabling Cortana, but it does show the options for you to double check enabling it. :)

this is a upgrade from win8 to win10 . i did the Speech recognition setup . when i click into the ask me anything box nothing happens
When you click in the search box you should get a welcome message with your name
If you are not getting that then you do not have cortina setup

From my Google search, there are numerous complaints for Cortana not working in an upgrade scenario like yours.
My wild guess is that it is a device driver or compatibility problem which is difficult to solve.
