Cent os 3way handshake

Is there any possibility to use Cent os on bridged interface mode as a transparent spoof checker like citrix netscaler
i mean is there any software that automatically sends back an ack to each SYN to create a 3 way handshake and what if the call is spoofed or not correct it will drop connection  ?  
I do not want to know about SYN cookie because it is most of the time not working perfect

Spoofing is a packet arriving on the wrong interface. There is no point doing any handshake on it, just log & drop.
