Hello. how can we prevent members of the administrator group to change account passwords and prevent them to see the log files on servers. Is it possible

You can not limit the actions of Administrators members.
You have to remove users from the group.

Nope. Any setting which you apply to prevent members of Administrators doing something, can be easily reverted by any member of Administrators group.

And that is a good thing or else you would soon lose control over computer.

How can we permit ( an account) to log in the servers  without letting him change other admin passwords and not editing or deleting the log files

Name some tasks, you want users to be able to perform on servers.

You may need to rethink the overall infrastructure.
If the users are not suppose to look at the log files /change passwords etc then why are they admins.
Think of LEAST ACCESS PRIVILEDGE, i.e: what is the minimum they need to achieve and take it from there.

May be think of delegation of access control.

Restart SQL service
Restart Server
Add printer
Add driver
Sharing and permissions
Install and remove software

Hes doesn't have access on log  files or event viewer and he cannot delete or create users or change passwords

All of the above actions can be performed by regular users if you change some settings, except last one.

Manual installation and remowal of software usually requires administrator's priviliges, unless you have SCCM on your network with proper applications prepared.
