Oracle weblogic: create user

Is it possible to create a regular weblogic user in Oracle weblogic 12c with several commands (Not GUI)?

Thank you so much for the tip. I checked the link. It was weblogic 8.1 before Oracle acquired it. The method does not fit for the new version. Now it uses a similar thing, but it is hard to find the docs and examples.
