Spoof SYN protection

We are getting spoofed syn traffic on HTTP ports on our hosting servers
When we redirect traffic to the netscaler it drops the requests that is not real but netscaler is not a way that we want to use.
We have activated syn cookie protection on cent os but not worked for us.
Is there any possible software that transparently try handshake and drop connections like netscaler

If you are getting flooded by SYN you can do rate limiting with iptables
