Internet Explorer ignoring hyphens in html

Hi Experts,

on one specific client we encountered a strange problem with hyphenation:

We have a test html file with content:
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN">
    <p lang="de" style="width: 72px; border: 1px solid black; -ms-hyphens: auto">
      Das ist das Haus vom Nikolaus und nebenan vom Weihnachtsmann.

Language is German but on this specific client hyphenation wont work.
If i change the language to english and enter a different text hyphenation works fine.

This only occurs in IE11 on that one client.
Which settings do I have to check to enable hyphenation in German again?

Now I think I might have found the source of this problem: There is one Windows Update missing which sounds like it fits 100% to the problem on that specific client:
Missing update for hyphenation
Until know I wasn't able to track down an installer or KB number to download and install this package...

Any hints at least on that?

I found the missing package, deployed it onto the client and voila - after a reboot hyphenation (in German) works fine.
No Idea why this client wasn't shipped with the package..
