A software based Network Monitoring tool would have to use a combination of Simple network Monitoring Protocol (SNMP), Internet Control Message Protocol (ICMP) and Port scanning. I would suggest languages such as Perl and Python which have some interesting libraries (http://pysnmp.sourceforge.net/, libsnmp-info-perl, libsnmp-perl, and so on).

That said, have a look at other open source network monitoring projects:

https://www.nagios.org/
http://sourceforge.net/projects/net-snmp/

You can also get good insights into the programming platforms and languages there.

There are evidently some C# alternatives too: #SNMP (http://sharpsnmplib.codeplex.com/) and SNMP#NET (http://www.snmpsharpnet.com/)

Well i think what you are interested is building your own. You could use most any language, c# Java vb probably php.  What you need is the data. This is normally from a firewall or router and in a Netflow stream or some other format. As long as you get the stream you are just parsing the data.
