exchange address books/lists

We would like to create 3 separate address lists/books based on 3 different sites ( A/B/C). We would like to set permissions on each address lists so that Users A only see Site A addresses, Users B only see Site B addresses and etc. Then we want to allow certain people to see all the address lists a/b/c and be able to assign specific people to manage/update all address lists. We are running Exchange 2013 on Win2012r2. Let me know if you need further explanation.

are the databases are created site specific. like site a users are having explicitly site a database?

No, now they are intermixed in one database with one GAL and one address book (all default), but if that is the only way to do it then we could certainly keep all the site a users on database a and site b users on database b. we are just unsure of the commands needed and procedures to follow to accomplish this.
u just need to first arrange all the mailboxes site wise. then you can set the specific address book to those database site wise. it can be done via GUI EMC
