MYSQL client connection over SSH Tunnel to Ubuntu hosted MySQL not working

I am attempting to setup an SSH tunnel to a remote server but I am not succeeding. The following summarizes the situation.
Time difference between server and local machine 4seconds
Local Setup
Windows 8.1
configured with Tunnel L3307 localhost:3306
Auth: standard - no Private Key

MySQL client (various)
Host Address : localhost
username: user
password: ********
Port: 3307

PUTTY connects fine. The following command to connect locally to MySQL in SSH session is successful
mysql -h localhost -u user -p

When trying to connect from MySQL client on Windows machine

Error: 2013 SQLYog: Lost connection to Mysql server at 'reading initial communication packet', system error 34

I resolved the problem.

Changed the local address from localhost to the bound IP and that works.
