Exchange 2013 Active-Sync not working for new migrated users from Exchange 2007.

We just upgraded to Exchange 2013 from Exchange 2007.  We created and test account from 2007 and was able to migrate the user to 2013 with no issues. Active-Sync is also working for this account with no issues.
When I try to migrate an existing user from 2007 to 2013 its migrates OK, but Active-Sync doesn't work.
When I try to setup the iPhone or Samsung S4 it states that all connections have been made, but it times-out when it tries to download the mail to the phone.

both the internal and external Exchange 2007 ActiveSync URL should be pointing to the legacy namespace - legacy.yourdomain.com. If you've set correctly the internal name resolution (resolving the legacy namespace to the internal Exchange 2007 IP address), You should have an entry in external DNS "legacy.externaldomain.com" pointing to Exchange2007 server's external IP, ActiveSync should be working fine all these done

The thing is I have other accounts (That have been migrated that are setup with their phone and work just fine.  I'm not sure why other accounts don't work properly and some do.
