Restrict Printer use for specific local user accounts

I need to restrict printer use for 1 local user account.  The system is not currently on a domain so group policy is not an option.   The workstation is running Windows 8.1.  Any recommendations or ideas the best way to do this?

you can restrict it from local windows group policy
go to Run - gpedit.msc

I can see that I can restrict for all users - how do I associate that policy with one user group?

Here's another tips
Start menu - devices and printers - right click on the printer go to security tab and remove the everyone and leave only the user you want to print
