And retain your programs and settings - No - unless you first upgrade to Win 7
You could wipe and clean install but that doesn't use the update, you'd need to purchase a Win 10 Key.

You also need to consider that your hardware was probably build for Vista which is three OS's removed from 10 and although Win 10 is quite  forgiving some of the minimum hardware requirements needed to install - including graphics capability may not be met.

As rindi notes you must be on Windows 7. As to the machine, it depends. I have a ThinkPad T61p that came with Vista or XP. I successfully upgraded to Windows 7 and used it for 3 years. I upgraded to Windows 10 and the result was poor. The upgrade succeeded but there is no Windows 10 video driver and the wireless card did not work in Windows 10 (it did work in Windows 7).

Take your chances but it probably will not work.

what pc - or laptop is this? specs on ram cpu and disk plse?
then we can look if any drivers are available
but as said it will probably run - but be slow, due  to the low specs

NObus I haven't seen the PC it's a random question I have been asked the other day. I had the feeling that you couldn't not perform an upgrade for the same reason that MASQ mentioned but before to provide an answer to a possible client I rather check with you guys instead when I am not 100% sure.
