Try the following: Turn the iPad all the way off (shut it right down). You can do this by holding down the power button until you get the shut down bar to swipe.  Wait 30 seconds. Power the iPad back up .

Now see if charging times change.

If not (a) you may have a battery wearing out or (b) you may need to back up and do a full restore.

I have an iPad 2 that was taking over 8 hours to charge or was only charging to 50% battery life.  With Apple's original factory cables (not a generic/cheap cable or wall plug from Amazon or eBay), here is what I did:

1. I backed up my iPad to iTunes.
2. Restored the iPad.
3. Restored my device from the backup I created in step 1.
4.  Turned off the iPad.
5.  Plugged the iPad into the wall charger and let it charge.

When it was done it was charged to 100% and was charged in less than a couple hours.

Are you sure that you use the original adapter for iPad and not for the iPhone, which is only 5W . If so , go and get another adapter . It must be something in the adapter.

Try with different cable, and if it does not help then replace the charging adapter.  I have had this issue, and replacing the charger did help.

iPad will not charge plugged into a USB port on laptop or pc

Only will charge connected to wall outlet

As suggested power off iPad then back on

Plug apple adapter into wall outlet then into iPad

Will start charging

You can use definitely iphone charger for ipad and vice versa. What I noticed is that iphone charges faster if ipad charger is used. And ipad charges slower if iphone charger is used.
Iphone charger is usually smaller.
But this could be that my iphone charger was defect. Because in both cases the charger is just a source of the power. And the device (iphone, ipod or ipad) they have inbuilt charger which decides how fast and how much energy they need to charge.

If you put the device in airplane mode, I've noticed it charges faster too.
