Can a child domain have a higher functional level than the forest domain?

Can I have one child domain at a higher functional level than the forest and other child domains?  All domain controllers in that one child domain are at 2008r2  the Forest and other child domains still have domain controllers at 2008 os.

Yes. The forest domain can't be raised though until all domains are at the higher level.

*the forest level.

Yes you can, the domain level must be equal or greater than the forest level. Which by the sounds of it is? With the forest being at 2008 and the child domain being at 2008R2?

Forest level takes precedence as the minimum functional level of each domain in the forest:

You can set the domain functional level to a value that is higher than the forest functional level. For example, if the forest functional level is Windows Server 2003, you can set the domain functional level to Windows Server 2003 or higher.
