I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

You can do it using a cable but you can also do it over WiFi with software  that mimics AirPlay for Windows includes
AirServer - http://www.airserver.com/
Reflector - http://www.airsquirrels.com/reflector/features/win/
Mirroring360 - http://www.mirroring360.com/

AirServer is exactly what you are searching for.  If you are looking to mirror your Ipad to a Windows PC this application (in my opinion) does it best. I used it with my iphone for months without issue.

However, as mentioned above there are several applications that provide a similiar service.

I tried airserver, and this is an excellent solution.  Just know that they are having trouble providing a mirroring solution for android.
