You would just have a AD server in each side and of course DNS and exchange if needed

as per your instruction, we need to keep DC in primary and DR site need to keep ADC and whenever our primary site down we need to up DR site With ADC
afterthat we can size role in dc to ADC

Yes but depending on your AD level for explain windows 2012 you don't have a primary anymore., hope that helps

we have window server 2008 domain controller. could u share with me step for DR of Window domain controller and process of recover

Very easy, you install AD by adding to existing forest If AD server one fails it will automatically use the second AD server as DNS will tell it.

one need more clarification we don't require to size role on this condition and user and application like exchange/dynamic AX will be automatically work with ADC.

Not sure i understand the question to be honest...
If you are asking will AX work with the second AD server then yes.
But I also have to be clear here, when a user logs into AX, AX does not check AD, when the user is first added to AX the user SID ID is added to the AX DB and this is used on log on to check the user logging on has a SID ID in the AX DB link to a AX user, so as log as the user can log in to RDS server you will be fine, issue is normally around service accounts
