Client Access License

I just set up a new VM server and with it I was given a 5 user 2012 cal

I loaded server 2012 on the server

How do I active the Server software with the CAL? since your not given a key?

Can sometime explain this

Did you get a Server CAL and a 5 user license CAL or just a 5 user license CAL?  You need both in order to active the server software.  If you did not get a key, then my guess is you just have the licenses.  If it is an OEM copy of 2012, then the license may be affixed to the server housing and you need to get it from there.

It also depends on the host license type.  So the question is how is the VM hosted?  If the host does not have a 2012 Server license then you will need to get one.

Those are just the user licenses.  You will also need the server license as well.  Are you paying for a hosted VM or is this something you setup yourself?  If it is hosted, then whoever is providing you the VM should provide the license for it (unless they just give you the VM resources and you have to provide your own server license - rare but I have seen it).  If you are doing it yourself then either the box hosting the VM should have a license and you just use that key -OR- you need to buy one.
