The iCloud sync on Windows can become corrupted .. have you tried?
Close Outlook.
Go to Control Panel, Program and Features.
Click on iCloud.
Click on Repair. Than click Next.
It will reinstall the iCloud , import all the Contacts, Calenders, Tasks... etc. from Outlook 2013 to iCloud again
Open Outlook 2013 and check iPad and iPhone are updating from iCloud

If the Repair does not work .. go up a gear and uninstall and re-install iCloud for Windows altogether.

Thanks. The user is using Outlook 2010.   How stable is icloud and Outlook for calendars?

Is using an Outlook Ap on the iphone and ipad an option or is that something that will only work with Office 365?

Q: How stable is icloud and Outlook for calendars?
A: Fairly .. it is not Apple eco-system so can be prone to the odd corruption/failure on Windows or Outlook updates

Q: Is using an Outlook Ap on the iphone and ipad an option?
A: Yes but only with an Office365 or Exchange Server setup for managing mail/calendars etc. not with iCloud

Thanks eoinosullivan,
This is saving me a lot of time.

Is Office 365 and Outlook ipad/iphone  the best possible advised route of achieving a stable goal to sync calendars?

It involves buying a subscription to office 365 but perhaps worth it if stable.

* Is Office 365 and Outlook ipad/iphone  "AP" I meant to say
They are native to each made by Microsoft unlike icloud an apple product

If the user is using Windows eco system and has Outlook on PC, then using Outlook on iOS with Office 356 keeps it all in the Windows sphere and it works best.  The Apple Mail client on iOS works with Office365 Exchange too but I don't thing the iOS Contacts and Calendars work particularly well with Office365 although I find it a nicer email client.

Get Outlook for iOS for free once you've got an Office 365 subscription

Hi,

If I uninstall icloud -  Is there a danger of loosing anything like his calendar entries?

You're only uninstalling the tool that syncs from Outlook to iCloud .. as long as everything he wants is on Outlook then nothing will be lost .. however if there is stuff on iCloud that is not coming down to Outlook then you might need to be careful!!

I THINK when you run the iCloud for Windows .. it asks if you want to REPLACE or MERGE contacts and calendars from PC to iCloud .. you might want to MERGE to retain even if it creates duplicates
