Cannot disable Narrator in windows 7

I am trying to disable Narrator on a work station in my office. Some how it got turned on and now I can’t turn it off. I have checked the settings in Ease of Access in Control Panel and by launching narrator.  I have also checked that it is not loading at startup. I have even gone through the steps to rename it in the system32 folder. Nothing has worked. I would like to know what I am missing. Any advice will be greatly appreciated.

Just checking, did you start narrator, then click the link in narrator window and then in the next screen that appears, disable narrator?

Thank You for the comment.  I did do that and when it did not work I renamed the file. And that did not help either.   I believe I have found the answer.  I learned today that Adobe Acrobat was the main cause of the problem. Settings in Acrobat indicated that it should not be reading files. I reinstalled Acrobat and my problem has gone away.
