postgres windows server monitoring solution

i am looking for a windows based postgresql monitor

at minimum i want to know when the postgresql server is down and get an alert, but if it goes further into performance / resources etc  etc i will happily accept it!

paid applications are fine, but if they cost $2000, it may not be feasible for me

I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

in this bat file example you would change the select * from abc to be something meaningful from your database
you could use the at command to run it every 20 minutes or so ..  as long the scheduler service is operational on your database server.

@echo off
"c:\Program Files\PostgreSQL\9.3\bin\psql.exe" -U postgres -t -w -q -c "select * from abc" > NUL
telnet 25
data database not there
echo on
@exit /B 0
