RDS 2012 Multiple independent broker servers to manage the same RDSH hosts

I have the following question:

I would like to deploy the following configuration.

Independent RDS Broker servers with local DBs  (SQL express type will work):

•      Single DNS label with round robin to 4 Broker servers.
•      Each Broker will be placed in a different Hyper-V server.
•      Each Broker will have their own local SQL express database.
•      Each broker independently to provide access to all the RDSH servers.

Can this be configured? I know that if the broker goes down the users will initiate new session since the DB is not shared and it is local. I am also aware that I can configure HA between brokers using a shared DB.

I am just trying to explore the other scenario since I don't have a reliable SQL cluster available.

I can't imagine why you'd want to do this. It'd completely defeat the purpose of the broker role. Without session affinity, centralized collection management, and centralized monitoring, why run brokers at all? Just do round robin straight to session hosts (also a terrible implementation, but slightly less terrible.) And having separate discreet brokers, all of the above is exactly what you'd lose since the databases and thus the information is not shared.

If you need high availability, you inevitably must pay for it.
