Want to use an apple ipad as a sign in sheet using a web site. need to not allow anything else on the ipad

Guided Access (GA for short) is indeed part of the solution.  The problem, as I see it, will be on the web page side.

The Safari browser on the iPad cannot be set to a specific web page as a start-up page nor can it be limited to a single page.  It's possible that GA would hide some or all of the navigation options necessary for leaving the site but I am not sure.  Even if it could, doing so might get in the way of what is needed for the users.

A better way might be to use an app designed for signing in guests.  I did a quick search using google and found a bunch of apps on iTunes that might do the job.  Use the search string "sign-in sheet app for iPad".  Then use GA to lock the iPad to that one app.

We have an iPad setup for volunteer signup through a web page.
I created a shortcut to the webpage
click on the short cut
start up Guided Access
Inside of Guided Access I blocked out the address bar, rotation is locked and the ipad is mounted to a cart.
Volunteer can walk up to the iPad, enter in their login and mark they have arrived, then logout
The screen is back to the login screen for the next volunteer

My organization uses the "Kiosk Pro" app (free and paid versions), along with guided access to accomplish similar tasks.

The app allows you to configure several options such as startup page, additional pages (if desired), passcode lock, and a lot more.  Guided Access mode helps keep users locked within that app.
