I'm trying to test some HTML code including bootstrap in jsfiddle, but when including external css references, get this error:

For external CSS files use the Resources panel on the left.

How should I call external css references or external javascripts ?

You need to put your external css or js files not in your html code, but in the external resources tab on the left, here is an image to show you
I circled the location, just type in the url, and hit the plus button

See that example:

The bootstrap resources can't be loaded directly from bootstrap.com site, they are not accesible via HTTPS (https is required for external resources). So I use another HTTPS location:

https://maxcdn.bootstrapcdn.com/bootstrap/3.3.5/js/bootstrap.min.js
https://maxcdn.bootstrapcdn.com/bootstrap/3.3.5/css/bootstrap.min.css
https://maxcdn.bootstrapcdn.com/bootstrap/3.3.5/css/bootstrap-theme.min.css
