Exchange Cluster Fail-over issue

I am having an issue with my Exchange 2007 Servers (EXCH-1 and EXCH-2) not getting fail-over manually which are under cluster environment. The Serves were migrated from Physical to Virtual machines before couple of weeks and the fail-over was working fine before the migration.

But now when we do a manual fail-over the database copies goes into suspended and fail state and we need to perform reseeding for those copies to get them back into Healthy and Mounted state.

Please help me to resolve this issue.

Have you tried to delete the passive copy and then let it resync from the primary? Also what do the logs show?

How did you migrate to virtual just a P2V?
