Depending on what you have setup for your message tracking will determine how long you can go back in time. Also what you have setup for your MaxDirectorySize as well.

By default Message Tracking is setup for 30 days. However the default value for MessageTrackingLogMaxDirectorySize is 250MB. If you have a lot of mail flow and your message tracking directory is larger than 250MB it will overwrite the oldest entries regardless if they have met the 30 day period.

So you need to take that into consideration first.

If everything is set properly you can use the below script to accomplish this.

$StartDate = (Get-Date).AddMonths(-1).ToString()
$EndDate = (Get-Date).ToString()
Get-MessageTrackingLogs -Server HubTransport1 -Start $StartDate -End $EndDate -Recipients user1@example.com | Measure

Replace HubTransport1 with your Exchange server holding the Hub Transport role. The Results will provide a Count which will be how many emails they have received in a month time.
