Did you follow the steps here?

Press and hold the power button then hold down the Volume - button until the BIOS menu appears?

It's a strange combination and way outside of the norm.

If that doesn't work press the F2 key and hold it down while powering on the laptop.

And one last thing I found out was to pull the battery, unplug from power supply.  Hold down the power button for at least a minute.  Put battery back in and boot up.  I've heard that some Toshiba's don't have a CMOS battery and this will reset it and should boot to BIOS config.
