Install applications and data before Active directory?

I am migrating a domain from a single 2003 dc to brand new 2012 DC. Should I set up AD and change the FSMO before I move data to and install applications on the new machine or after?

It doesnt really matter at what point you move the roles. I take it also  you will be upgarding the funcional level to 2012 after the move?

yes, I guess so. Is it done the same way as an upgrade to 2003 level?

Or, since I will be decommissioning the 2003 machine, will it even be necesssary?

You will have to do promo the 2012 server so that it's part of the domain.  Transfer the roles across demote the old dc and upgrade the functional level of the new dc

LOL, All this was for naught. At least for my situation. I couldn't join the new server to the domain and when I looked in AD for the old server, I didn't see any computers or servers. This I thought was strange, so I looked at the workstations and found out they were connected to the old server via workgroup!. AD had been installed and a domain named but never configured! So I guess, it was easier than I wanted it to be.  Thanks for your help anyway.
