Send as Permissions Exchange 2010

I am trying to set the send as permission for a user account with a Universal security group. It is not working. Does the security group needs to be mail enable? I added the group with EMC but users are still getting an error:

Delivery has failed to these recipients or groups:

'user email'
You can't send a message on behalf of this user unless you have permission to do so. Please make sure you're sending on behalf of the correct sender, or request the necessary permission. If the problem continues, please contact your helpdesk.

I even put the group full control with EMC with still the same result. When i add a user not a group it is working.

You can set that in Active Directory.

First, open AD and go to View and make sure Advanced Features is checked.
Next, look up that security group and then click the Security tab.
Check the box for Send As and hit OK.

Wait a little while to test it to make sure everything syncs up, but that should work.

Agree set this permission via AD

Also set this send as permission on This Object and Descendant Object. Else it may not work.

by default it applies on This Object only.
