HOw to update drivers of my pc or laptop

Hello Experts,
I need to update drivers of all my pc.
Is there any procedure or software you may advise ?
Also if you can warn me about any danger in doing this?
How many times a years this should be done?
I am doing this because some peripherals like external hard disk, do not let the pc restart unless unplugged..
And I was told its an old driver...
Please your advice.
Regards,

So you really want the driver for the external hard disk.  What brand/model of external hard disk?  What version of Windows do you have?

Usually Windows update will do this for you.  Usually.  Generally if the machine works OK you leave the drivers alone and don't touch them at all, no need to update and leave Windows update to do the work for you.

The best way to install drivers is to go to the website of your PC manufacturer, select your PC model and OS, then you should get a list of the drivers available. If there are too many, look at it's date. The newest will also be the newest driver (many websites list older drivers too). Always first install the chipset drivers, reboot, and after that the others. Never use any 3rd party tools to find and get drivers, as those are almost always mal- or Ad-ware, except of course if your PC manufacturer includes an automatic driver updater (Asus and Lenovo for example have such tools).

I doubt your problem is driver related. If your notebook powers on, but it does not boot, you probably need to change boot order in bios. If your notebook does not power on at all, it is something that I have noticed several times, but I have not bothered to investigate. Probably it has something to do with USB device draining too much power from USB connector at boot time (?!?).
Both problems comes far before windows and drivers start to load.
If windows starts to boot and you get some error, then it could be the driver issue.
Sorry, but I'm not familiar with toshiba, so I don't know if there is any driver update utility.
And I completely agree with Rindi's comment.

no drivers will help then
