if your using visual studio try the following

Keyboard:  CTRL + K, CTRL + C (comment); CTRL + K, CTRL + U (uncomment)
Menu:  Edit -> Advanced -> Comment Selection; Edit -> Advanced -> Uncomment Selection

you need to use <!-- --> and // or /* */ if youre doing it manually, if your IDE has some shortcuts, it would save you a lot of time.

If you want to render aspx part but not to show that in browser you can use HTML comment block like
<!--
<li >
    <a href=www.microsoft.com><%=name%></a>
</li>
-->

If you don't want to render aspx part as well, then you need to use aspx comment block like
<%--
<li >
    <a href=www.microsoft.com><%=name%></a>
</li>
--%>
