Resource Account in Outlook

We have boardroom setup as resources & is setup as public e mail account in outlook.

 A recent change request is that someone needs to approve the boardroom booking. Until the approval is done, meeting is not confirmed.

IN other words person a books the boardroom, person B approves the booking.  resource is considered as booked.

Whats the best way to accomplish this?

Under the resource account in exchange, configure a delegate under resource policy. Set the approval process to tentative and check the email a copy of all request to delegates.

Best way to accomplish this is to create a Room Mailbox and then setup Resource Delegates wich approve meetings that are requested.
