As for "Target runtime Apache Tomcat v8.0 is not defined" you would first need to pick project runtimes (and possibly install JST servers extension before)

Try going to Right click on Project - > Properties -> Project facets and then runtimes tab, if Apache 8 is not there, click New.... and pick Apache Tomcat 8.0 from the list. If you have Tomcat installed on your machine, point to the location, if not, simply use "Download and install..."

If you can't see Apache Tomcat on the list under "New...." you need first install JST server extensions/
Goto Help -> Install new software, add site  http://download.eclipse.org/releases/mars and choose it from the dropdown. then put "JST" in filters:
JST
and install those 3 extensions.

after that you should be able to add Apache runtime.

AS per the second error, you probably will need to Right click on projects, go to Properties -> Java Build Path and select valid java sdk in order for the project to resolve library dependencies.

Hope this helps. good luck.

You are showing workspace properties. I was asking about project properties, These are two different things. Workspace properties show you what you have available for use. Project properties define which of those available artifacts will be used by the particular project.

Do this:
right click on simple-webapp...-> Properties -> Project Facets -> Runtimes (as shown on my picture above) and check if tomcat runtime is added as project facet.
