chrome PDF Viewer plugins disabled by enterprise policy

Hi experts,

A user in the office, is complaining that when they download a PDF in chrome, it is downloading the file automatically, rather than just opening the PDF in a new tab using Chrome PDF Viewer... I know that if you type chrome:plugins into the chrome address bar, you can see the list of plugins.. I can see the Chrome PDF Viewer, but it is unticked, and greyed out, with a note saying: Chrome PDF Viewer (2 files) (Disabled by enterprise policy)  --  I have not knowingly set this.. does anyone know anything about this?
