As a default, this message should be only be a informational message
MSG_DS_RECONNECTED - Certificate Services has re-connected to Active Directory at the network location specified in the event description. No action is needed.
https://technet.microsoft.com/en-us/library/cc774505(v=ws.10).aspx. It is not necessarily a warning per se esp when your DC is performing AutoEnrollment (event id 20) at the same time and GPO pki enabled this setting enabled.

However there are also past case in Win2K3 happened with following other errors (e.g. unable to issue cert and denied all request etc) after an SP patch  - https://support.microsoft.com/en-us/kb/931354

Good to check for prior or following event id with this message

Event ID 77 — AD CS Policy Module Processing

The policy module contains the set of rules governing issuance, renewal, and revocation of certificates. This policy is created from hard-coded values, registry settings, and, if you are using an enterprise certification authority (CA), certificate templates. The policy module determines whether a certificate request is approved, denied, or marked as pending for an administrator to approve or deny. Problems detected with a policy module can cause a CA to fail to start or to cease functioning.
The reason why this is informational is because it is re-establishing connection only, see this
