The transaction is not supported: VIB cannot be installed

In my kickstart script for automated esxi install I have the following line to patch the host after it is installed:
%post --interpreter=busybox --ignorefailure=true
localcli software vib install -d "/vmfs/volumes/CONFIG/PATCHES/ESXI550-201505002.ZIP"

I would check the the VIB you have can be installed on the same standard build of ESXi.

I was running the host install in a test VM where there was not enough disk space.
I ended up copying the patch to the datastore during POST install and installing it in firstboot with esxcli. That worked after I gave my vm, that was the host, more diskspace for the datastore and install partitions.
