maximum windows

Can someone tell me how to make sure every time I open a window it opens in a maximum size in 8.1 OS. Also opening links from outlook 365 to have a link open in a full window as well.

You should be able to do the following:

Right  click on the Shortcut, choose the Shortcut Tab and select the pull down to Run Maximized. You need to do this for each shortcut.

This will not work for many programs, I am afraid, since programs often override this setting.
However, if you maximize a window and close it, the program will remember it was maximized and restart maximized.

Nothing works for every program, but many will work setting the shortcut. Others will remember the window size. But there is no universal standard or method.

it does not work for a link short cut, there is no run maximized

If you mean a shortcut to a file that opens an application, no, that will never work unless the application itself opens full screen.

However any normal shortcut to an application should work.

Did you try  McKnife's suggestion of opening an application, making it full screen, and closing.

Some applications (QuickBooks) are particularly difficult to manage this way.

No john , what I mean if you make a shortcut to the desktop of a website, then it does not open maximum window!!
