Choosing a monitor to minimise eye strain and maximise viewer office worker comfort

Say, There are many monitor choices out there and many specifications are on offer. We're looking at choosing a monitor for a desktop application where the user uses the monitor for work, a bit of Excel work, basic office tasks.
Kindly recommend the specifications that we should seek to achieve the requirement in the subject of this request. We're looking at around a 21 inch monitor which is good value for money. The monitor can be a little bit bigger or even a little bit smaller than 21 inches, although I believe that 21 inch is more or less the industry standard. We are based in South Africa and the brands readily available here, are  Toshiba, Lenovo, Mecer, HP, Samsung etc. Thank you

I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Have a look at:

AOC 27" widescreen IPS full HD

Great screen and great price, amazon etc.
Most displays you can get these days should easily fulfill your purpose. I'd suggest getting an LED display, as those use less power and have a very bright picture. I'd also suggest looking for a Full HD display (1920x1080) resolution, or better, 1920x1280.
Consider a digital flat screen TV, easy on the eyes including DVI-D, have it all.
My preferred and am using on another PC  Samsung monitor with ToC
what is ToC>> touch of colour, it's wonderfully gentle on the eyes adjustable..
You can buy most online but just be aware of the power ac connectors from different countries.
